Permanent residence (PR) in Canada is a status that lets a non-citizen live and work anywhere in the country without a time limit. Applicants apply through one of the programs run by Immigration, Refugees and Citizenship Canada (IRCC, formerly CIC). About Canadian Permanent Residence
For most people who move to Canada, PR is the goal. Permanent residents enjoy many of the same rights and responsibilities as Canadian citizens, including the right to live, work (subject to some limits) and study in any province or territory.
PR holders participate in most of the same social benefits as citizens — including the Canada Pension Plan and provincial or territorial universal healthcare. All permanent residents are protected by the rights, freedoms and safeguards of the Canadian Charter of Rights and Freedoms, except for those reserved specifically for citizens.
After living in Canada for a set period, permanent residents may apply for Canadian citizenship. Currently, an applicant must have physically lived in Canada for 3 years (1,095 days) out of the 5 years before the application (with up to one year of pre-PR time counted). PR holders can also sponsor eligible family members for permanent residence when they meet the residency and financial requirements.
