LMIA — Labour Market Impact Assessment
LMIA (Labour Market Impact Assessment) is an official report issued by Employment and Social Development Canada (ESDC) that decides whether a Canadian employer may hire a foreign worker. It confirms that hiring the foreign candidate will have a neutral or positive impact on the Canadian labour market.
How LMIA works
If the impact of hiring a foreign worker is assessed as neutral or positive, ESDC issues a positive LMIA and the employer is authorized to hire that person. If hiring the foreign worker would deprive a qualified Canadian of a job opportunity, ESDC will refuse to issue an LMIA.
LMIA-exempt job offers
Many Canadian employers need an LMIA before their job offer can be used for a work permit, but certain roles and streams are exempt. Common exemptions include intra-company transfers, international trade agreements, spouses of skilled workers and students, and workers who have already been employed part-time by the same employer for at least one year — and other categories covered by the International Mobility Program (IMP).
