Canada offers several federal and provincial pathways for investors, entrepreneurs and business owners who want to obtain temporary status, permanent residence and — ultimately — Canadian citizenship. Main investment and business pathways

Start-Up Visa Program (federal)

Canada's flagship investor program grants permanent residence to entrepreneurs with an innovative business idea supported by a designated venture capital fund, angel investor group or business incubator. Up to five founders per business can qualify. Applicants need a qualifying letter of support, CLB 5 English or French, and enough settlement funds — there is no minimum personal net worth requirement.

Self-Employed Persons Program (federal)

For applicants with relevant experience in cultural activities, athletics, or farm management who intend to be self-employed in Canada and make a significant contribution to the country's cultural, athletic or economic life.

Owner-Operator work permits (federal, LMIA-based)

Investors who purchase or establish a Canadian business and take a senior operational role can obtain an LMIA-supported work permit. After 6–12 months of managing the business in Canada, most applicants qualify for permanent residence through Express Entry (usually the Canadian Experience Class) or a matching PNP stream.

Intra-Company Transferee (ICT) work permits

Owners, executives and senior managers of an existing foreign company can open or expand a Canadian branch, subsidiary or affiliate and transfer themselves under the ICT category — with no LMIA required. It is one of the fastest routes to establish a Canadian operation and later transition to PR.

Provincial entrepreneur and investor streams (PNPs)

  • British Columbia — Entrepreneur Immigration (Base and Regional) and Strategic Projects.
  • Ontario — Entrepreneur Stream under the OINP.
  • Alberta — Foreign Graduate, International Graduate, Foreign Worker and Rural Entrepreneur streams; Farm Stream.
  • Saskatchewan — Entrepreneur and Farm categories.

Quebec investor, entrepreneur and self-employed programs

Quebec runs its own investor, entrepreneur and self-employed programs (currently under reform). They usually require significant net worth, business experience and — for many streams — French language ability. TIA advises whether Quebec or a federal/PNP option better fits your profile.

  • Verified personal net worth appropriate to the chosen stream.
  • Documented business, management or entrepreneurial experience — typically 2–5 years.

  • Language ability in English or French (CLB 5 for Start-Up Visa; higher for Express Entry pathways).
  • Clean police, medical and financial records; legal source-of-funds documentation.
